Dr Joyce Cassar

Dr Cassar was born in 1959. She studied at the University of Malta and Sheffield Hallam University from where she obtained postgraduate and masters qualifications in Management and Religious Studies respectively. She also graduated PhD with a multidisciplinary study on Freewill focusing mainly on individuals suffering from Dependence Sydrome.

She started her career in the manufacturing sector where she also held managerial positions and gained extensive experience in industrial relations. For about 13 years she worked in the tourism sector and occupied top management positions including HR management. She has been involved in training and development of employees for the past years.

Her career moved to the social sector and for a number of years she worked as Head of Community Services with Caritas Malta. She was then tasked to set up and open the first residential female programme for drug users.

Dr Cassar started her career with the Public Service in 2013 as Director General Human Resources with the Ministry for Health. In 2015 she moved to the position of Director General Implementation also responsible for People, Standards and Training. With the abolishment of PAHRO, in 2016 she was appointed Director General of the newly set up Division for People and Standards.

In June 2017 Dr Cassar was appointed Permanent Secretary for People and Standards within the Office of the prime Minister.​
